This webpage summarizes the UC Minimum Insurance Requirements for Suppliers

Suppliers (or Contractors) include independent contractors, consultants, vendors, or other service providers providing goods or services under a contract, purchase order or other written agreement with the University.

Minimum Coverage and Limits

Commercial Form General Liability Insurance

Business Automobile Liability Insurance $1,000,000 – Auto liability is only required when the supplier’s vehicles will be used for purposes other than commute purposes.

Workers’ Compensation as required by applicable state law & Employer’s Liability $1,000,000.

All Certificates of Insurance issued to the University by the Contractor/External User must:

  1. Require advance written notice to the University in accordance with policy provisions, of any modification, change, or cancellation of any component of the insurance coverage;
  2. Indicate that The Regents of the University of California are an additional insured as described in the contract, except for Professional Liability and Workers’ Compensation Insurance;
  3. Include certification that the insurance policy for Professional Liability coverage includes contractual liability coverage for liability that would exist in the absence of the contract;
  4. Include certification that the General Liability coverage contains a Severability of Interest provision and shall be primary insurance as respects the University, its officers, agents and employees, and that any insurance or self-insurance maintained by the University shall be excess of and non-contributory with such insurance.

Institutional Data

Minimum Insurance Requirements and Privacy, Technology and Data Security Liability, Cyber Liability, or Technology Professional Liability Insurance

Insurance requirement varies by Protection Level Classifications and number of records:

  • P1 – If Appendix DS applies, this insurance policy must have minimum limits of $500,000 each occurrence and $500,000 in the aggregate. 
  • P2 – If Appendix DS applies, this insurance policy must have minimum limits of $1,000,000 each occurrence and $1,000,000 in the aggregate.
  • P3 and P4, less than 70,000 records – this insurance policy must have minimum limits of $5,000,000 each occurrence and $5,000,000 in the aggregate.
  • P3 and P4, 70,000 or more records – this insurance policy must have minimum limits of $10,000,000 each occurrence and $10,000,000 in the aggregate.

Minors, children and youth younger than 18 years of age

Minimum Insurance Requirements and Sexual Abuse and Molestation starting at $1,000,000


Professional Services

Minimum Insurance Requirements and Professional Liability Insurance $2,000,000

Professional Services: Highly specialized functions, typically of a technical nature, performed by a supplier that, with respect to the services to be rendered, most commonly a) has a professional license; b) is licensed by a regulatory body; and/or c) is able to obtain professional errors and omissions insurance. Professional services are of a nature that the university would consider the supplier’s experience, qualifications and skills to be more important than comparative cost when selecting a supplier. Examples of professional services include medicine and related medical services, and legal, accounting, architectural, and engineering services.


Additional insurance and/or higher coverage limits might be required.
